I think it is the 1966 US Open. Billy Casper won the play off Arnold Palmer was runner up.

Palmer was 7 shots ahead with 9 to play so your description fits.

It may be wrong but I doubt it.
I think Craig is right although I seem to remember Casper caught him by the 17th and Palmer had to hole a very missable putt on the 18th to even make the play-off. Palmer, everybody's hero of the the era never won another major but was responsible for reviving world wide interest in the Open Championship after competing at St Andrews in 1960 where he came second by one shot to Kel Nagle (he won it in 1961 and 62). He encouraged Americans to compete here and generally elevated golf towards the fantastic profile it has today. Today's pro golfers owe him a great deal.
