Not sure, but you could try Sugar Soap on a small bit and see if it works.  Also, maybe Vanish soap powder might help.  I should think any strong cleaning agent would work.

the best thing you can do is give it a clean with a general detegent then i would recomend painting over it with a stain covering primer such as bin zinner 321
