Unconditional surrender was important because we did'nt want a separate peace (Russia more than anyone) Stauffenberg wanted a separate peace with the west so that they could continue prosecute a war in the east.
Hitler was embarrassed by Hess' actions, and the evidence to suggest he ordered it is very slim. Decisions in the 3rd Reich could be made very quickly without overt orders by Hitler so it's more likely that Hitler lamented Britain's involvement and that was his inspiration.
The veneraton of Hess by neo-Nazis is laughable as he was universally disliked by his peers and Nazi followers of the era.

Himmler had no mandate to negotiate peace with anyone.
