I am stuck on 11 down - "Area covered by some Norfolk steam car manufacturer". Five letters, I have ?O?E?. The name FODEN immediately comes to mind, but I cannot see the logic in this from the question and whilst Foden were famous for steam lorries. I don't think that they actually made cars. Any suggestions would be very welcome.

OD could be area since it is an abbreviation for OUTSIDE DIAMETER and, as you say, there are fens in Norfolk so F-od-EN would make sense. I tend to think of the Fens being in Lincolnshire, but I should have thought of fens in Norfolk also - particularly since spent my early years in that county!
