car park claim
I recently drove into the back of someone in the works car park. There was no damage to either car and the other driver got back in and drove off. An hour later he approached me to exchange details. Can he do this?

There is no requirement to ask for details within the hour - it could be done days or weeks later. The damage may not have become apparent immediately or he may have simply been too flustered, absent minded or busy to get details immediately.
