Photo to Poster (blocking)

I'm looking for software that takes a photo and "blocks" the colours to produce a 1930/40s poster-like feel. e.g a tree in the photo may contain 40 different tones of green but the software converts this to 2 or 3 greens.

I think you want to basically convert the image to a vector format, to some extent.
