how can someone open a bank account when they have a bad credit history?

If you approach your local bank(s) and explain you have a bad credit history and that you need a bank account they MIGHT let you have a basic account which means you can use "electron" or some similar scheme which only allows you to pay as long as there are funds in the account - otherwise open a savings account which has a card then you can withdraw cash at the link machines.... good luck!
I agree with puzzzzlers, once the bank has seen you operate your account satisfactorily within their parameters for a few months, they may look to upgrade your card to a maestro/debit and poss a cheque book.  Good luck!!
