A stigma is generally a mark or stain of shame/disgrace, whilst a dogma is an unshakeable belief or doctrine. I imagine, therefore, that your quote is suggesting that - when someone expresses a firm belief - he and his doctrine can easily be dismissed by suggesting something seemingly shameful about him or it.
For example, Mormons, I understand, do not believe in accepting blood transfusions...it's a dogma of theirs which they apply to their children, too...so one might brand them as child-killers...ie apply a stigma to them. The hope then is that anything else these people believe can simply be dismissed.
