double yellow lines

Can anyone tell me if a local council have to demonstrate due cause before they paint double yellow lines anywhere, or can they paint them anywhere without a valid reason.

The council has the legal right to restrict parking by yellow lines but must follow proper procedure.

The introduction of a Traffic Regulation Order to any length of road is governed by a statutory process involving advertising the proposals and consulting with interested parties, to allow for the receipt of comments or objections to the proposals.

Under the Road Traffic Regulation 1984, the Council can install yellow lines, i.e. a Traffic Regulation Order (a TRO) for the following reasons:


* To prevent or avoid danger to persons or traffic using the road
* To prevent damage to the road or buildings nearby
* To allow the passage of pedestrians and vehicles along the highway
* To preserve or improve the environment of an area
