Mystery Message? A Prog needs my permission

Hi
Whenver I start up my Laptop (OS Vista Home Premium), I get a flashing tab in the bottom taskbar which when click reads as follows: A programme needs your permission to continue - UNILB7B.tmp. Underneath that is then Google Inc. If I click on details for more info it says: "C:\tb_eula\UNINSTALL TB.exe" file. Because I am uncertain of what this relates to, I have always then selected Cancel rather than the Continue button. This happens every time I start up the Laptop, but the actual message content differs, but is of the same type. Help please.

however
normally you don't run progs from a .tmp file
UNLESS it's a downloaded install
or ... a virus
so had you tried to install any progs prior to the message
.... or have/did you visit any less that legit sites ...
or .... how about peer to peer downloads ... is the country kis ... aka pirate sid?
