Obviously a blind person may be in a different position - I believe 'street furniture' is more of a hazard to the blind, as is those stupid 'warning wet floor' signs that are waiting to trip up the unwary.
If you watch blind people walking on their own, you will see they lift each foot right up and place it flat before moving the next foot. They are very practiced so it looks a lot smoother than you'd imagine. This makes it highly unlikely they would trip over a damaged footpath.
It is the slouching shuffler, hand in pockets or engrossed in texting as (s)he walks that is more likely to come a cropper, but is the council responsible in those instances?
Don't forget the government and councils have no money - they are simply distributing tax payers money. Yes, I know the insurance pays out, but the premiums rise and rise every year.
