Should our Church choir have a licence? We sing at Church Services about 8 times a year, plus once at a summer fair, and occasionally at a house which is open to the public - the house charges for admittance.
I would contact PRS you can find the info on the web. You may have to pay a small yearly fee to them, but it would depend on the songs that you sing. Some songs do not come under the performing rights scheme as they are too old and are what they call stock records but some modern ones will. Also if you are videoing any of these concerts you will need a licence for that which costs approximately 12 (which is for the each church you perform in) hope this helps.
