RCDs trip when there is a mismatch between the live and the neutral return path of more than 30mA - caused when there is a leakage of current to earth.
Most fires are caused by a current overload in the cables - causing overheating. This is prevented by MCBs (or fuses) to protect against excessive current flow. However if there is no leakage to earth, an RCD will still not trip - even on an overloaded circuit.
