I'm sure it says so on the signs advertising the charges as well. Google 'parking tivcket upside down' and see ho wmany other people have been fined for the same thing.
That said, I don't actually agree with it and find it ludicrous that a parking attendant can't read the time on an upside down ticket!

I think it's right to say that parking tickets must be displayed the "right way up".
Nevertheless, it's something worth contesting - you've got nothing to lose, have you? Plus, if your ticket was otherwise valid and visible through the windscreen, it would be a pretty uncaring system which still went ahead and prosecuted you. Hope you've kept the ticket?
Unfortunately, society's "jobsworths" don't use common sense!!!

The parking attendant would have to put the time and date that the ALLEGED OFFENCE took place, I doubt very much that he would have photographed the ticket.
As you had a valid ticket for the time stated, then refuse to pay the fine, tell them to take you to court, it is your word against theirs, they have no proof that the ticket was not displayed properly, however, you have proof that you had a valid ticket.
Councils and other parking agencies are doing this more and more to raise revenue. We need to stand up to them. It is petty jobsworths who have nothing more in their life than to exert some sort of authority.
