Allowable 'hand luggage' on flight-only deals

Can anyone tell me whether for flight-only deals where you are allowed 10kgs of hand-luggage only, are you allowed to carry items you would normally stick in the hold e.g razors, nail clippers,. Or is this another con to force you to pay for hold luggage?

The safety rules are generally determined by governments and international bodies, such as IATA. They remain the same for all types of flights.

Because most of the rules are determined by bodies other than specific airlines, you can find the same basic information on any airline's website. For example, see this from Ryanair:
