Why do warning notices in the UK always state maximum fines and not minimum?

One assumes the rationale is that if they only told you the minimum, and then you got a larger fine, you would not be a happy bunny!

Then dont commit the crime!
I suspect that the minimum fine may be zero in a lot of cases
In the Magistrates� Courts in England and Wales, for example, there are five levels of fines which indicate the seriousness of the offences.

Level 1: �200
Level 2: �500
Level 3: �1,000
Level 4: �2,500
Level 5: �5,000
To frighten you into observing the law.
For instance if the least you could get away with is a caution, but the maximum fine is �1000, which is going to ensure a result?
