Does anyone know if you are allowed to park in a disabled parking bay if the registered user is away on holiday or is without his vehicle for a period. Does the bay have to be left unused although the registered user doesn't use it?

Disabled bays - even those provided outside a house apparently for a specified user - are not provided solely for that person's use. They are open to any disabled badge holder and they do not have a "registered" user.

When vacant (for any reason) they can be taken only by badge holders.
