Is BT CELL NET phone sim card able to be transferred to another network such as O2 or Orange please?

You won't be able to do that. As BT Cellnet (now called O2) is a completely different company/network from Orange, you'd need to get a new simcard if you wanted service from orange.

Yes there is a way, Hugo is not strictly correct.

You can transfer your mobile number to another company (it's called porting). You ask your current operator for a PAC (Port Authorisation Code).  buy a sim from the new operator - call them to register the sim in your name, and give them the PAC and they'll transfer your number over to the new sim. (make a note of your phonebook and usee all credit as you'll lose these otherwise)
