National identity by dress code could possibly be the stereotypical suit and bowler hat, or dressing as a beefeater or a pearly king/queen! Formerly dressing in a suit (top hat and tails) was the reserve of the middle class whilst peasants and the like had shawls or an embroidered smock.
So what flip-flop has said has an element of truth, but that is more a class/social strata destinction within a culture than a national identity. Today you could not distinguish any particular nationality of someone dressed in that get up, or in a suit.

Not necessarily, we associate national identity with stereo typical imagery (often nostalgic or patriotic such as the klt and Tam O'Shanter). For example, the national dress of France for men is it the striped blue jumper, beret and garland of onions? Lederhosen wearer? Are they German, Austrian, Bavarian, South Tyrollian or French?? Was Tommy Cooper Turkish?
