What is the meaning of "run for the county line" in the following sentence?

"A Judge who counts votes before the trial should burn his robe and run for the county line."

This implies that the Judge is in serious trouble.  I believe that at one time in the US, an offender could escape justice by crossing the border into another county or state.  One of my ancestors did the same in 1750 by crossing the border from Scotland into England.
