Central heating hot, water not

My gas-fired central heating is working, but the domestic water is cold. A thermostat problem, possibly?

Or it could be the motorised valve that controls the flow of water from the boiler to the hot water cylinder. There is probably a lever on the valve that you can move to override it. If the valve is working, you will be able to feel it opening and closing (but don't touch any wires!)
