You need insurance to get tax. And you need to insure your car regardless of if you have passed your test- you can still have insurance as long as you have an provisional license. You just wont be able to drive the car unaccompanied.
So, first fix up your insurance, then you can apply for yor tax. If you do it online using the details from your renewal or logbook, then you should be able to do it the same day or next day, even before your insurance certificate arrives.

Alternatively, if you dont want to drive it at all until you pass, then you can apply for SORN, which states your car is off public roads and not being driven. Then once you pass and get insurance, then you apply for tax.
But you need to do one or the other, or you risk a fine and/or getting your car crushed.
