is there a console that keeps mp3 tracks volume level that jump up and down to a controled volume level? meaning when it needs volume up or down this console does it on for like an restaurant for example... if not can some1 please invent it andf let me know. thanks

it's called "normalizing them" (yes I know thats the yank spelling) once the files have been normalized then it doesn't matter what you play them in.
