Why has their skin turned blue?

My cousin sometimes gets a blue/mauve area across the top of her chest. I thought it might be that she is cold, but her skin doesn't seem very cold. She gets breathless but her heart has been checked and it's ok.

Blue signifies de-oxygenated blood. It could be a problem with their lungs.
