buying girl's bike - help!

my daughter has just learnt to ride without stabilisers (sp!) It's her birthday on sunday so the pressie i have got will be saved for christmas and i want to get her a bike instead. i know i need to measure her leg, but is it the inside or outside? If the outside, do i measure just the leg or from the waist???

How old is she, and how tall is she? As a veteran bike buyer for my kids over the last few years, I could probably tell you which size of the top of my head.
