What kink of CD do you want to play? May be that file format can not be readable by your windows.
And second thing try to clean your CD Drive head with lens cleaner.

the first thing you need is a CD, and a cd drive helps also

then we need to know what the pc says when it refuses to play.
also is it all disks ... or just one
