With regard to children's paper rounds, when newspapers are collected and delivered directly from a newspaper offices and not from a newsagents.

Is it legal that children under sixteen should be asked to collect monies (either that owed for normal distribution or accumulated debts) from their customers?

Suffolk by laws state categorically that children must not collect money:http://www.suffolk.gov.uk/EducationAndLearning /CaringForChildrenAndYoungPeople/ThinkingAbout GettingAPartTimeJobDoingAPaperRound.htm

I suggest you contact your local council.
