Could not the authorities impound all vehicles until their fines are paid?

If the British authorities are aware foreign drivers are smuggling these immigrants I assume they must have been impounded on arrival. How many are sent straight back? Surely they don't go through the asylum process?
I suppose if they impounded their vehicles the build up would be similar to the M20 lorry park whenever there is dispute at the French ports. As well as a hefty fine they should be denied entry on their next trip.
