28 pounds is a quarter of a hundredweight true enough, but just 28 P in a Q Just doesn't sound right

It should be 28 P in a Q of a H dont you think?

It is definitely Pounds in a Quarter - the quarter was an accepted weight and the DITLOID has appeared elsewhere.
