About 20 to 30 years ago I had a piece ot text (credited to a roman soldier) who complained that every time the legion perfected one thing another general would alter it.
They would then start over only to be changed again.
Does anyone recognise this please

'We trained hard but it seemed that every time we were beginning to form up we would be reorganized - I was to learn later in life that we tend to meet any new situation by reorganizing, and a wonderful method it can be for creating the illusion of progress while producing confusion, inefficiency and demoralization.' Caius Pertronius AD66

Unfortunately, it's a spoof. It first appeared post WWII - but it's very, very true! It'sbeen theorised that it was written by a (probably British) soldier during the post-war occupation of Germany.
