you will need to do some research on some inquiries such as the Sowham and just note the reccomendations the inquiries made and their implications on your sector.

I usually set a small research task to cover this with my candidates. Don't spend too long on it though it is only needed to cover 1 knowledge specification.

not sure soham would cout as "care sector" why don't you have a look on the quality comissions website because they have the archived reports into care failings and their recommendations - (as a recent example mid-staffs)
is it that you dont understand the question, or that you don't know where to start?
Another report that springs immediately to mind is the clothier report (after beverly allit)
