Question Author
I always thought it was the month, know i dont know what to think, will we ever know which is right ! thanks anyway cheers P
I always understood it was the mayflower which tends to come out before the month of May

the meaning of the phrase is .....

A warning not to leave off old or warm clothes until the end of May

.... so, refers to the MONTH of MAY
It means don't get your shorts out until the May tree blooms. (Hawthorn) That's NOW. LOL.
Clearly opinions are divided !!
I suggest that you pick the one you fancy.
Personally I prefer the flower, so I can move into shorts earlier.
