Based on what you have said, there is little chance of getting a contract phone quickly i.e. being able to go into a shop today and arranging one there and then. If you have a good credit history there should be no reason why you would be refused but without a bank account this would indicate you have no credit to help your 'scoring'.
why isnt having a pay-as-you-go phone an option?
Does that mean you are now sorted and have managed to borrow a phone from a friend? If you've just moved, you should have a copy of your rent contract for proof of address. If you don't have a rent contract (I'm guessing you don't have a mortgage as you don't have a bank account) then I guess you may well have more troubles than just a pinched phone.
If your phone was a contract phone before, just ring them up (I guess you'll have to use a mate's phone!) and explain the situation. Or go and open a bank account on Tuesday and get a phone then. You'll need your rent contract to open the bank account by the way.
