How do I get into the moles hideout under the bridge in the city where it is protected by traffic cones?

its usually open at 8pm but i cant remember what days that is go onto the animal crossing website and it will have a calender telling you what dates things will happen on there too. you will get a golden shovel from the mole too good luck x
