Attaching something to a garden fence paid for by neighbour

My neighbour has put up a fence which he paid for - I would like to hang some flower baskets on my side. Do I need to ask his permission to do this, he's not the most approachable man and I fear if I ask he may refuse but wanted to know where I stood if I just went ahead. Thanks.

If he will not let you hang a basket from the fence post then you could always put your own in frnt of his and use that instead.
