just bought mrs a bike but she finds it too high for her to safely ride

can you get smaller wheels and fit them onto the frame or is it either a new bike and/or mrs

the size of a bike is determined by the size of the frame not the wheels.  I assume you have made all the adjustments possible, ie lowering the seat height, and handle bar height.  The easiest way to determine the right size and set up of a push bike is to but your heel on the pedal at its lowest point.  Your leg should be just about straight when you are sat on the saddle.  If you can't reach then either lower the seat or get a bike with a smaller frame.  You can't really fit smaller wheels.
Well I changed the wife when we had probs.  I agree withdepressedmgl I think its best to take it back if you can and get a smaller frame.  By the sounds of it you didn't get it from a shop which specilizes in bikes as they would have matched you wife to the correct frame size.  I seem to remember the frame size on mountain bikes are different to the old racers but may be wrong.
Get rid of the Mrs. You can ride the bike instead, and it'll get you places!
