Block paved front of house parking access question

My street is typical, narrow and full of cars as most houses have limited parking. I have block paved my front garden to get my wife's car & my car off the street. I have a dropped kerb for some of the frontage but not all. I have just received a letter from the council saying I am breaking the law by accessing my property accross the pavement (which I thought was legal). Can anyone tell me the law I am breaking, if any and what the consequenses of carrying on might be..?? Thanks

My neighbour does the same as you but they're using a crossing point to access their driveway.
When we applied to drop our kerb over a year ago, the council noticed what our neighbour was doing and wrote to them. They seem to have completely ignored it and carry on parking there with no visible consequence.
Local councils seem to be all bark and no bite so my advice would be to carry on. They have to catch you in the act of driving over the pavement so unless someone is videoing you or parked up waiting, you'll be fine.
