enabling laptop pointer

hi everyone
dont know how this has happened but the mouse pad thing on my sony vaio no longer lets me tap the pad with my finger, i have to click the button below it instead.
im guessing that i need to go into control panel and then pointing device and re-enable it. BUT, a year ago i took my comp into a comp repair shop as it had slowed down to a crawl. when i got the comp back it was lightening fast but a load of the features that used to appear under the windows menu had dissapeared i.e. i cannot find the "control panel" option anywhere. ive been looking around and some of the features i try say "restricted access, contact your system administrator" so im thinking he has taken a lot of the programs off to speed up the comp or something.
any ideas?

Once you have done that download the drivers for your touchpad here, install them and you'll have the touchpad options back again.(look for the icon down by the clock)
