All I can see is ACTUALISE but it doesn't make sense.

It's actualite with name being cite

So are we thinking of actualite (French for news/current affairs) as a loose link to 'truth'?
Chambers gives actualite as a jocular term for "the truth".
So the wordplay is:
A CITE (A name) around TU (Trade Union) and A L(earner)
ACAS trade union TU
L Learner
Lie not the truth
Just trying to help
