Are there any rules governing parking of caravans on the road outside owner's house?

You should check with your local council. There are bylaws in my neck of the woods regarding what can't be parked outside a residential building. We can't park a caravan or anything like a transit van on the road outside the house. If you have a drive you might be able to put it there, but you need to check. If not, you could be booked.

It's rather the reverse! We don't have a caravan and are not very impressed with the one parked outside a neighbour's house - it is only moved for a couple of days each year.
In law, the highways are for travelling along and not a car park. What you describe is a hazzard and an obstruction and not legal.
My sister has a similar problem with someone's caravan being parked near the top of their cul-de-sac and apparently all the neighbours have complained about it because the owner doesn't even use it (she doesn't even have a car!). The council have been out and said they would get it shifted, but this was about 12 months ago and it's still there, so I don't know if there is anything they can do. If anyone knows there is definitely a way, then I know my sister would love to hear about it!
Is the complaint only because it's a caravan or is there some other reason?  Would it make a difference if you were impressed with it?
If it's parked safely and not causing an obstruction or other hazard you may just have to tolerate it. The police or local authority may be able to tell if some law/bylaw is being broken, but it may be a case of "live and let live".
In my sister's case - and the rest of the neighbours' cases - it is causing an obstruction, which is why they're complaining. My sis isn't a caravan-hater; she has one herself - and she uses it, which is the whole point of having one really.
