i pod touch and file saving

Hi guys and gals. i have a couple of queries.
1. when i try to charge my i pod touch via cable on either my lappy or desk top nothing happens. i have tried several cables and have the same problem , also my i tunes will not show my i pod when connected via cable to my lappy.
2. when i open aol mail attachments on my viao lappy i get the message save, which i have to before i can view the mail, but if i use the desktop at my work to open them i get the option to open or save, its a pain to have to keep deleting them as they fill up my docs on my lappy can i set it to give me the open option?
