Kitten licking sisters bottom excessivly

We have recently adopted 3 kittens. We have had them for 2 weeks. One was really timid and the other 2 confident. The timid one has just started to come on my knee with the toehr 2 and will purr when being stroked now. This was after about 10 days, but now she has developed a strange habit. She cleans one of her sisters bum, a lot!!! Its to the point that her sister is leaking clear fluid. She doesnt seem to mind it too much and will move when she has had enough. But the way that the timid one is cleaning is a bit rough. She headbutts her bum whilst cleaning it and it just looks really rough.
I ahve checked for worms, although they are up to date with Panacur (sp?) and she isnt constipated - i had the delight of being able to smell her earlier!
Any idea why she is doing this? Is it perhaps cos she was the runt or least dominent, so is trying to get herself up the ladder, so to speak.

It certainly is strange of a cat to be doing this and it's probably best to keep the two of them separate whenever you see it happening. my advice would be to keep and eye on the situation and if it remains for a long time or gets worse take them both to specialists but be careful because they charge a fortune even for the simplist of things! best of luck to you and all 3 kittens!
