Is there any protection from being struck by lightning from the rubber tyres when cycling through a thunderstorm ?

That's pretty sound advice, but rubber tyres, like rubber shoes, offer no protection whatsoever against lightning strikes, regardless of whether they're wet or dry.
The best place to be in a thunderstorm is indoors or in a car. Nowhere is completely safe, but then again the risk of being struck is very small wherever you are.
