I believe the closest Tube to the M1 Jct. 4 is Stanmore, on the Jubilee Line. Check out London's network here:

'Close' to the M1 is a relative term, but if you can find adequate parking, the Jubilee Line will take you straight through central London- the website above can plan your journey and will also show you ticket costs too.
If you do need a plan for driving to the Tube station, I recommend:

Hmm, that first link again:

You used to able to park in the side streets round Stanmore tube, but alas you can't any longer, so best bet is to use the station car park. Its a pay and display and is covered by CCTV, so quite safe. Flat rate of 3.20 Mon-Fri and 1 at weekends. To get to Stanmore tube, come off the M1 Southbound (there is no Northbound exit) and follow the slip road onto the dual carriageway. This becomes single c'way. After about a mile you come to a roundabout. Turn right towards Stanmore. Straight over the next r'about and the entrance to the car park is about 400 yds on your left immediately before the station. M1 - car park less tahn 5 minutes. BTW. this is always what I do when going to London now.
