Is there any evidence that the recent floods in Europe are the result of global warming?

According to research carried out by the UK Climate Impacts Programme, there is explicit evidence that the recent floods and extreme weather throughout Europe is a result of the earth's rapidly heating surface, caused by global warming. The organisation has found a 0.6C rise in the UK's average temperature over the last century. In response to this the government is expected to issue an order before Christmas that bans new building on flood plains.

There appears to be more than just a theory that, because of global warming.....[a] rain increases to such an extent that the ground gets waterlogged and then any further rainfall just runs straight off into the streams and rivers which overflow.
[b] the weather is in some areas so hot that the soil dries out and hardens similar to concrete, then along comes a massive thunderstorm and the ground can't soak it up, thus again causing flooding.
Whatever the cause, we're just going to have to cope with it when, not if, it happens.  Mankind can't win against Mother Nature.
