My 85 year old Dad just rang to tell me someone has called him to tell him he has won money from the Canadian lottery from a �10 ticket he cant remember buying. No money has been sent yet but I'm sure its only a matter of time before he gets the request.
He is totally convinced it is all above board.
Where can I get some good advice to prove to him its a scam.
But just to be sure.You cant enter a lottery unless you are a resident of that country,is that right.

Funnygirl. we can play in the euro millions because there is an agreement in place with all the countries involved. But i don't think i can go to spain and enter the spanish lottery without being a resident.

Here are key points for avoiding scam lotteries:
You cannot win a legitimate lottery if you have not entered it.
In almost all cases you must purchase a ticket to enter a legitimate lottery.
You never have to pay to collect winnings from a legitimate lottery. You pay taxes AFTER you you receive the winnings. There are no other fees.
If you hold a winning lottery ticket, you notify the lottery (they do not notify you; not by email, not by phone, not by mail).
It is illegal under U.S. federal law to play ANY foreign lottery from the United States. Many other countries have similar laws. for example, you must be a Spanish resident to play the El Gordo lottery.
Since scammers simply invent new names for their fake lottery scams, it is more accurate to say that if you do not see the lottery on the list of legitimate lotteries, it is probably a scam.
If it isn't conducted by a government or government-authorized charitable organization, it can't be a legitimate lottery

Mccfluff, you state "It is illegal under U.S. federal law to play ANY foreign lottery from the United States". However, US citizens can travel to Canada, buy lottery tickets, and win. But as soon as they transfer their winnings, if they do, into their American bank, they are taxed (I think around 30%). So I would imagine that if they are on holiday in Europe they can also buy lottery tickets. Again, they would be taxed if the winnings are transferred to the States.
