You've posted on a UK site, but your reference to 'W.V.' (which I assume means 'West Virginia') suggests that you're in the USA. You might get more meaningful responses on a US-based site, such as one of these:

To the best of my knowledge, 'Stoked' hasn't made it to this side of the Atlantic (although it might be on a satellite or cable channel that I don't know about). The show is actually made in Canada, which doesn't normally feature in most people's lists of prime surfing locations!
Point 3:
The Surfer's Paradise Ridgemount Resort is, of course, a purely fictional hotel. It's unlikely that you'd find anywhere exactly like it.
Point 4:
West Virginia is landlocked, so there aren't many surfing opportunities! Perhaps you could seek summer work in a suitable hotel in North Carolina? Such as one of these:

Point 5:
Why restrict yourself geographically? If you were to find summer work in a hotel, when you're older, your accommodation would be paid for. You'd only have to pay your travel expenses and (with cheap fares on budget airlines) you could probably get to California cheaply:

Why (when you're old enough) even restrict yourself to the USA? Plenty of US students head to Australia for the surfing opportunities. Even the UK has excellent (if occasionally rather cold) surfing areas. Here's the most popular place:
