Why?
Because these Mirage ciggies actually emit a smoke, and other smokers who are banned from smoking nicotine ciggies would (rightly) object.
For this reason I feel that they would not be allowed on planes,as they could cause the same conflict,as in~
"But why can't I smoke, they (the Mirage ciggie smoker) is smoking,I want to light up too.
This is from the "Mirage Cigarettes" website:~
When you place your mirage electronic cigarette in your mouth and gently inhale, the micro processor instantly activates the ultra flow atomiser which vaporises liquid nicotine and concentrated flavouring with a liquid carrier component, all of which are not considered cancer causing substances.
After inhaling this vapour it is exhaled from your mouth or nose and simulates smoke. You can actually make smoke rings if you wish to. After around 15 puffs the microprocessor disables the ultra flow atomiser for several seconds so over use is not permitted.

My other half has one of those electronic inhalers - it smells exactly the same as a normal ciggie - I would not want you sitting behind or next to me on a flight, chemicals or not, with one of these things
Can you not just abstain for the duration? Every smoker has to so why shouldn't you do so as well?
