Rotate & reduce picture for emailing

I received and have saved in 'my pictures' a very large and upside down picture which I would like to email to some friends.
Before doing so it would be preferable if I knew how to rotate the picture and then reduce it to a smaller size.
I know this should be simple but please help an old man out!
I have Windows XP.

There is a very useful free program. Get if from here:

It will manipulate pictures, resize them, compress them etc.

I use it a lot.

Thank you Rollo.
Click on the picture in my pictures.
This will open it up in Windows Picture & Fax Viewer.

On the bottom menu click rotate clockwise until the picture is the way you want it.
Also on the bottom menu click copy, and change the file name and then save.

It will then be in My Pictures in the form you need it, click on the new picture.
Then in the left hand menu select Email this file.

Make sure in the window that then opens there is a dot in the Make my picture smaller window and press OK

Outlook Express will then open ready for your message with the file attached.

Seems along way round but it is easy once you have done it once.
