Here is a piece of an article I found,
Hope it helps.
Drivers should be aware that in most regions, it is illegal to drive at night with just parking lights on, although leaving running lights on during the day is perfectly legal, and in fact, encouraged. In most US states, however, it is illegal to drive with just your parking lights on whether in the day or night. You should consult the the appropriate regulatory body to be sure of the rules that affect you.

Cheers, loggy.

It's that that's what they are - park lights. But if you park with them left on, they'll drain the battery!

I just don't get it.
Park lights?

Do you mean side lights, or are things different in NZ?

Of course you can drive with side lights on.

In fact that is all you legally need in at lit area after dark, according to the UK Highway Code
(although I think dipped headlights should be required)
See highway code for more details

Rule 113

You MUST
ensure all sidelights and rear registration plate lights are lit between sunset and sunrise
use headlights at night, except on a road which has lit street lighting. These roads are generally restricted to a speed limit of 30 mph (48 km/h) unless otherwise specified
use headlights when visibility is seriously reduced (see Rule 226)

Night (the hours of darkness) is defined as the period between half an hour after sunset and half an hour before sunrise).
